will operate the changeover as close as possible from the indicated time taken into account
TFC
conditions.
7.3 Definitions
Following definitions (based upon JAR-OPS terminology) apply:
a. A
dry
RWY
is one which is neither wet nor contaminated, and includes those paved
RWY
s which have
been specially prepared with grooves or porous pavement and maintained to retain "effectively dry"
braking action even when moisture is present.
b. A
wet
RWY
has a "shiny" appearance due to a thin layer of water. When this layer is less than three
mm
in depth, there is no substantial risk of hydroplaning.
c. A
RWY
is considered to be
contaminated
when more than 25 percent of the
RWY
surface area
(whether in isolated areas or not) within the required length and width being used is covered by the
following:
{ surface water more than 3
mm
deep, or by slush, or loose snow, equivalent to more than 3
mm
of water
{ snow which has been compressed into a solid mass which resists further compression and will
hold together or break into lumps if picked up, also referred to as compacted snow, or
{ ice, including wet ice.
d. A
RWY
is considered
damp
when the surface is not dry, but when the moisture on it does not give it a
shiny appearance.
e. A
RWY
is considered
slippery
when poor braking action (rain, freezing rain, very light ice or packed
snow) increases the accelerate-stop
DIST
.
f. Braking action "Good": A comparative value intended to mean that
ACFT
should not experience
directional control or braking difficulties but pilots should not expect to find conditions as good as
when landing on clear, dry
RWY
but should expect to land and stop within the scheduled
DIST
.
8 LOCAL TRAINING AND TEST FLIGHTS
a. Training flights may only be performed within the limits stated in the table below, provided
TFC
conditions permit.
b. In order to clear rapidly the
RWY
axis, after overflying the
RWY

, turn and climb as soon as
practicable as instructed by
ATC
.
